Mission of the role:
We are looking for a proactive and thoughtful Head of People & Culture to run our HR function day to day and keep our people processes working smoothly. You’ll ensure that our HR processes are effective, compliant, and people-focused – while also giving managers hands-on day-to-day support and delivering the initiatives that keep our culture and operations strong. You’ll work both with our team in Bulgaria and our Norwegian headquarters, bringing alignment, clarity, and care to our cross-border collaboration.

Why you will love this job:
• Ownership and direct impact – you will own the HR function end to end, make the calls on how it runs, and solve real people and operational challenges as they come up. You will apply your know-how and expertise and drive the company growth and performance through people.
• Job-security and space to innovate – while we have established a financially stable business on the Norwegian market, we are working both on innovative projects and mature ones that drive the main wheels.
• Being informed – We are making sure everyone is up to date with the latest news and developments in the company.
• Speaking your mind – No matter what your position is – your ideas, proposals and feedback are always heard.
• The spirit of Cobuilder – we hold regular team parties, we have our own social channels for quick communication, and we have fun both offline and online.
Job responsibilities:
• Work closely with managers on the day-to-day HR and organizational issues that affect productivity, team performance, and delivery
• Lead a small team of experts, responsible for end-to-end HR operations in Bulgaria and Norway, including recruitment, onboarding, payroll (with external providers), performance, and exit processes as well as office management
• Implement, maintain, and update HR policies and procedures in line with business needs and local legislation
• Coordinate and optimize payroll and administrative processes, ensuring accuracy and compliance
• Handle day-to-day employee relations and provide support to managers
• Lead internal communication to enhance employee retention and motivation
• Organize team-building events, celebrations, and social activities, and run day-to-day office management together with your team
• Act as a cultural ambassador, ensuring a positive and cohesive team spirit across borders
Requirements for the role:
• At least 7 years in a relevant role in human resources, particularly in international IT / technological organizations
• Proven experience in leading a small HR team and applying HRM best practices and change management
• Strong execution capability and ability to juggle multiple priorities; solution-focused and pragmatic problem-solver
• A relevant academic degree with an emphasis on business or human-resources-specific advanced qualification
• Confident in Bulgarian labor legislation and HR administration
• Familiarity with HR tools and systems
• Fluent in English (written and spoken)
• Excellent communication skills, stakeholder management
• Dynamic and proactive approach with a positive and can-do attitude
• Hands-on, proactive, structured, and adaptable in a dynamic environment
